I think the biggest problem with ARKS is the 10% rule in a honda or something is pretty easy to practice for, now they pass there ARKS on a honda then jump into a Rotax or GB kart and just cannot handle the power (anybody remember there first time in a kart like this, the power is alot more than anybody whos been driving one for a long time remembers)
This is the bigger problem, also another problem is where do people get the chance to practice safely in an environment that is going to help them learn, ie a race without passing the arks test? I know alot of places will not allow none licence holders onto the track? chicken and egg really
