Nik.... penalties SHOULD be awarded for the MISTAKE/Deliberate the driver makes, NOT on the 'position' of the other driver AFTER the incident! The error at Fuji WAS Hamilton's, the error/deliberate at Spa was RAIKONNEN's. Whatever else, the Hamilton/Massa incident was like the Spa incident and the organisers penalised Massa this time when it was Hamilton who had STARTED that it!

In truth, I can't remember seeing SUCH poor 'CoC' work since Kimbolton! The 'running' of the race was a DISASTER! Absolutlely NO consistency! For example, replay the Webber/Massa incident. Webber makes MULTIPLE SWIPES at Massa and drives him CLEAN off the TRACK! That wouldn't be allowed..... even at Kimbolton!
