Webber CONTINUED to move across when Massa was already ALONGSIDE (just as they arrive at the pit exit)! That WAS forcing Massa OFF THE TRACK!
The EARLIER moves on Massa were 'BLOCKING' moves but, once the driver is even SEMI-alongside, it's NOT! It becomes an 'offence' if it is repeated more than once AND if it forced the other driver OFF the track!
If not, then what WAS Lewis punished for at turn 1? Unless it was for forcing Kimi OFF the track, then there was NO OFFENCE AT ALL! There is absolutley NO rule banning you from delaying the other car while you overtake it, no matter HOW much you make him slow down!
