No, just spent a day with one and you've still got work to do to get the carb just right, which means those with the most time, money and or experience will always eek out a little extra. Perhaps as it should be?????
As far as problems with equal engines, here in France we have a much greater problem because we race from a timed qaulifying session.
This means that a poor racer with a monster engine can string together a fast lap and then clear off from pole all weekend.
IMO having just this weekend experienced it for the first time, the UK system of random qualifying grids goes a long way to leveling out engine differences.
