Often bystanders assume a situation isn't under control because they don't have the advantage of knowing what the radio communication is.
If I have a paramed on scene I would be very much guided by them as to whether or not the race needed stopping, especially if the kart can be moved to a place of safety along with the driver as sounds happened in this instance!
A CoC can not be everywhere, but must learn how to delegate responsibility without abdicating it or the over all responsibility that remains at all times with the CoC.
