Surely the point of a curb, at least originally, was to enforce the circuit limit. How else could this be done? Remember the lengths they go to in Tennis to determine if a ball is in or out. In karting half the time we can get punted off the track and nobody notices, how could 'line' rules be effectively and evenly enforced.
I seems to me that all is required is a design of curb that pregressively penalises the further you get onto it. In this context the disc protector makes perfect sense, if a competitor trashes the bottom of their chassis it's one thing, but taking out another competitor because of a catastrophic brake disc failure, is quite another.
