A club could supply the tyres as part of the entry fee (as they do for O plate etc) they would be marked with the drivers number and club id. The club would only issue tyres every 3rd meeting say , apart from replacement individual tyres for punctures etc. Visiting drivers would pay the extra fee for the one meeting , but that should encourage them to come to the next to get there monies worth. The added advantage would be cheaper tyres as the club would be bulk buying. so 4 sets of tyres per year instead of 12+ . I still think the best way would be harder tyres for rotax classes in club meetings , would make some of the mini max drivers learn to drive as well :-)
