Buy a "NEW" kart helmet, that fits your son properly, do not try and save money on this item. Clothing is important as well, again I recommend proper karting wear, although second hand will do, if in reasonable condition.

Then go and buy a cadet chassis that will mount your Honda engine, as a full size chassis is no good for a small child. Also, I don't think any responsable tracks would allow him to drive a full size kart.

I wouldn't restrict his speed either, he will find his own speed, after many crashes, spins and mishaps. This is why you need proper safety wear and a cadet kart he can learn to control properly.
