Alan, all these old 100cc karts mouldering in sheds and garages around the country are just waiting for someone to introduce a class for them to run in. The main obstacle to economic karting is the freedom to choose your own gear ratios and specifying sticky tyres. If you introduce a budget class all you need do is SPECIFY conservative gearing and long-lasting tyres (both easily monitored). Engine rebuilds will fall to about 1 per year and tyres last 5 or more meetings - no it won't be as fast as the outright racing classes but it would be a lot of fun and a hell of a lot cheaper! For every driver that wants to compete at the top level there are at least 10 that just want a good day out without breaking the bank.
