I think you mean selected parts engines, blueprinted engines would not be legal.
So for selected parts engines, the more you pay, the faster you can go, but the cost/stroke performance equation is ever increasing and the gains are very small over well built standard engines.
If you buy standard race prepared engines from somebody who doesn't sort out all the good parts from them first, you will probably end up with decent ones anyway.
As previously discussed on here, unless you are at the highest level, you could probaly find far more time by concentrating your mind on your driving rather than the engines anyway.
