Surely it is 20% slower on 20, 40, 60 or 200 seconds laps ;-)

With regards to the original question, A driver needs to be quick enough to pass the ARKS, if they are extremely slow every race, at the track they did their test, maybe questions need to be ask.

If they are really slow in comparison then yes, they should be taken off track, or at least their licence not signed, although if they are that slow as to be lapped in only 5 laps surely they cannot get in the way as the speed difference will be so great as to not cause an issue. It is tailenders who are 1 second a lap slower than tend to cause the issues.
