If non-MSA racing survives without the ARKS test and the problem is no worse there, and historically MSA racing survived without the ARKS test and the problem was no worse there, surely there is no use for the ARKS test?

In fact, before the ARKS test was introduced, people were more likely to make sure they were up to speed before racing (and there was more opportunity for them to do so) and clerks were more likely to stop them racing if they weren't. As it stands now, a clerk cannot practically stop a licensed driver from racing on account of inability as this would undermine the ARKS examiner. The old system policed itself very well because nobody wanted the shame (and waste of time and money) of being sent home early. Moreover, it was a couple hundred quid cheaper to get started.
