Purely down to the faster driver to overtake. These days driver's mentalities have changed as a whole and they feel superior to the back marker. At the end of the day they pay the same race fee, it is up to you to overtake in a clean manner.

Good example is the valley circuit at 3 Sisters, constantly see the quick guys simply binning people off over the kerbs instead of slowing and waiting til the exit of the corner...
