No you won't get the same rolling off the production line as they leave a margin between their tolerance and the fiche. Therefore the fiche leaves an extra margin to allow for wear. If you machine right up to the fiche then the engine will wear beyond it very quickly.
The torsion bar rule prevents excessive time and money spent on testing infinite bar configurations to suit every condition at every circuit. Same with camber caster. The class has stood the test of time, ok it's suffered in relation to rotax but it survived where others didn't. There are other classes if you want more freedom to modify and spend.
