One scrutineer recently told me that he was always suspicious of repainted helmets, especially where the lining and fittings looked older than the paint job and even more so when the scrutineers label was either missing or deep in the paint.
This apparently arose from the time when he recognised a a repainted helmet at scrutineering that had been rejected at a previous meeting.
The repaint job concealed an area with with cracks radiating away from it.
Some people are willing to spend more on the paint job than a new helmet, some painters are not as scrupulous as one might wish. (Assuming that any of the recommended painters would reject a damaged helmet)
