I have been looking in the 'regulations' , blue book, gold book and the NKRA championship regs and there is no prohibition to running the tyres in any direction.

The nearest one comes is the statement in the Blue book Section U (karting)that tyres may be subject to certain controls as detailed in the Class regulations.

Neither Sections J (Competitors:Vehicles) nor section K (competitors: safety) make mention of tyre directionality.

In the Gold Book, the class regulations for some classes eg: Rotax, specify that the tyre must be run in the direction of the direction arrows.

Blue, however, has no such constraint.

So it would appear that the competitor was in compliance.
