The spark plug may not spark under compression.
It does sound like fuel though. Is there a red primer bulb that you can press to flood the engine, usually three does it.
If it's a diaphragm carb it may need refitting with a new diaphragm and gaskets.
Has it got a manual choke position. This is usually shown on the control speed lever but some do have a choke lever on the engine.
Are all the limiting springs in place on the thRottle control
Check any rubber pipes. For perishing, it could be letting in air and it won't start on a lean mixture no matter what you try. Eddy's fuel tip is your best starter for ten though, it may draw the fuel through once it starts.
