The torsion bar holes will be blank at the end, so there is no way through to the main chassis rail and drilling into it would weaken the tube in the event of a heavy shunt and the tube might crease at the drill hole.
If you end up having to pust the cut off bolt through the bung and into the chassis tube, be careful not to end up pushing the bung further into the tube.
Once the WD40 has soaked in, it should be easy to pull the bung out with a piece of metal with a small 90 deg angle on the end that will pass through the bung hole and maybe a small screwdriver down the side of the bung while you are pulling.
Remember to retrieve the old bolt you pushed through the bung though!
