I saw a similar issue a few years ago where the pipe from the pump to the carb was too short and it was squashed where it attached to the carb. The supply couldnt keep up with the demand at max revs.
You can also check whether the pump is in good condition by checking the bubble on the pipe aftervyou have primed the carb. If the bubble stays up the pump is in good condition, if it starts to fall it usually means the pump is leaking across the diaphram and needs changing.

Evo jetting doesnt appear to be quite so critical as it was on the pre evo. I would suggest something like a 125 and go from there.
